High Plains Underground Water Conservation District No. 1 (HPWD) was created in 1951. As a political subdivision of Texas, HPWD is charged with protecting, preserving, and conserving aquifers within the District's 16-county service area.
High Plains Underground Water Conservation District #1 is fully committed to providing accessible facilities, elements and channels of communication to all members of the public.
